In the Legislative Analyst's Office report, "Overview of the Governor's Budget," analyst Mac Taylor writes that now is not the time for "major new programs or program expansions." The report, issued on January 11, 2011, following the early annnouncement of Brown's '12-'13 proposed cuts, addresses the elimination of the transitional kindergarten program that was scheduled to begin in September 2012.
"...We recommend the legislature adopt the Governor's proposal not to initiatve the transitional kindergarten program...Not initiating this program yields $224 million in associated revenue limit savings."
