February 6, 2013: With announcements of the winners of the competitive grants to operate the 130 "poorly performing grantee" Head Start sites around the nation (a competition that was announced in November 2011), the U.S. Dept. of Health & Human Services has announced a second round of 122 Head Starts up for grabs -- three of which are in California: Colusa County Office of Education, El Dorado County Office of Education, and the Kedren Community Health Center, Inc.
The Office of Head Start used the Classroom Assessment Scoring System (CLASS) to monitor programs this past year, and agencies that score in the lowest 10% of "all Head Start programs that received a CLASS evaluation during their on-site federal monitoring review" are required to compete, according to Yvette Sanchez Fuentes, director of the Office of Head Start (on left, at left, with Susan Hildreth, director of the Institute for Museum and Library Services) (CLASS assesses quality of three types of teacher-child interactions in center-based preschool classrooms: emotional support, classroom organization, and instructional support.)
